- What is a GSA Account?
- GSA is the General Services Administration of the Federal Government. A vendor wishing to do business with the Federal Government may negotiate a blanket contract for the purchase of the vendor's products. This contract allows all Federal departments and other specified agencies to purchase at the same price and under the same set of rules. No further price haggling or contract negotiation is required.

How to use the contract
First, contact your federal agency contract officer to make them aware that what you are supplying is from a HUBZone company. From that point the contracting offices may choose any of the contracts noted in the section below. If competitive or sole-source are chosen, then you will need to prepare your bid as normal. If it is a full and open competitive contract, then you will need to note on your bid proposal the HUBZone products to allow the offices to utilize the 10% pricing advantage while evaluating. This contract is a basically an additional category on our GSA contract and everything related to GSA carries over. It is also exclusive to Baker products and cannot be combined with single orders of other product, unless they are also independently certified as a HUBZone.
Contract Types
There are three types of HUBZone contracts:
Competitive
HUBZone contracts can be awarded if the contracting officer has a reasonable expectation that at least two qualified HUBZone small business concerns (SBCs) will submit offers and that the contract will be awarded at a fair market price.
Sole-source
HUBZone contracts can be awarded if the contracting officer determines that:
one qualified HUBZone SBC is responsible to perform the contract,
two or more qualified HUBZone SBCs are not likely to submit offers and
the anticipated award price of the proposed contract, including options, will not exceed:
--- $5,000,000 for a requirement within the North American Industry Classification System (NAICS) code for manufacturing or
--- $3,000,000 for a requirement within all other NAICS codes
Full-and-open
Competitive contracts can be awarded with a price evaluation preference. The offer of the HUBZone small business must not be 10 percent higher than the offer of a non-small business.
